The Maryland Office of the Attorney General’s Independent Investigations Division (IID) has identified the man fatally shot by deputies in Charles County last week as 30-year-old Jordan Proctor of White Plains, Maryland. The incident, which occurred on Friday, December 20, involved members of the Charles County Sheriff’s Office (CCSO) and remains under investigation.
The Incident
Deputies responded to a reported emergency at a residence in the 7300 block of Tottenham Drive in White Plains around 3 p.m. on Friday. According to the 911 call, a kidnapping and sexual assault were allegedly taking place at the home. When law enforcement arrived, they reportedly observed a masked man inside the property.
As they approached the open two-car garage, deputies encountered Proctor. During the interaction, shots were fired, and Proctor was struck. Emergency responders transported him to a nearby hospital, where he was later pronounced dead.
Identification of Deputies
The three deputies involved in the shooting were identified on Monday. They include:
- Sergeant Charles McCue, a 28-year veteran of the CCSO.
- Corporal Brian Rash, who has served with the CCSO for 10 years and has nine additional years of prior law enforcement experience.
- Private First Class Emily Stalnaker, a member of the CCSO for four years.
All three deputies are assigned to the department’s Patrol Division.
Ongoing Investigation
The IID is conducting a thorough investigation into the circumstances surrounding the shooting. This unit operates independently to ensure transparency and accountability in incidents involving police use of force that result in death. The agency has not yet released details regarding what led deputies to discharge their firearms or whether Proctor posed an immediate threat at the time.
Community Impact
The death of Jordan Proctor has drawn attention to law enforcement protocols and the rapid escalation of situations involving reports of serious crimes. As the investigation continues, the CCSO and the OAG emphasize their commitment to uncovering the full sequence of events.
Next Steps
The IID’s findings will be shared with the public and may result in recommendations for policy adjustments or further actions based on the investigation’s conclusions. In the meantime, the deputies involved will likely remain under administrative review pending the outcome of the inquiry.
This developing case serves as a reminder of the complexities surrounding high-stakes law enforcement responses and the need for thorough examination of such incidents to uphold justice and public trust.
