Despite immediate response efforts, Arrango was pronounced dead at the scene.

According to neighbors, Arrango was the landlord of a small apartment complex in the area. Some reported that he had been involved in an argument with an unidentified individual days before the shooting. Seven shell casings were recovered at the scene, although police have not yet identified the caliber of the weapon used.

Willie Simmons, a nearby business owner, expressed concern over the increasing violence in the neighborhood. “This is the second murder here. We have shootings all the time and people speeding through the area. It’s very scary,” Simmons said. The proximity of the crime scene to his business has heightened his anxiety about safety.

Albany Police Chief Michael Persley emphasized the senseless nature of the violence, urging those with disagreements to resolve their issues peacefully. “There was a much better way to handle this situation than taking a life,” he stated.

Authorities are actively searching for the person or persons responsible for the shooting. No suspects have been identified at this time, and police have yet to determine whether Arrango was specifically targeted. Chief Persley has urged anyone with information to come forward and assist with the investigation.
