The crash unfolded around 8:50 p.m. when Deputy Strong, stationed in a marked police cruiser near MD Route 261 and 17th Street, observed a gold Ford Mustang speeding southbound on the route. The deputy activated emergency lights and pursued the vehicle in an attempt to conduct a traffic stop.

Instead of stopping, the Mustang driver fled. After approximately 1.6 miles, the vehicle veered across the double yellow line, entered the oncoming lane, and ultimately left the roadway, crashing into a telephone pole. Deputies immediately rendered medical aid to the driver, but despite their efforts and the arrival of emergency medical services, Foreman was pronounced dead at the scene.
